Authorities of Belarus, Chad, Republic of Congo, Democratic Republic of Congo, Equatorial Guinea, Ghana, Japan, Kazakhstan, Liberia, South Africa have announced plans for the introduction of electronic visas for the future. On 5 February 2014, it was decided to introduce an arrival visa to tourists from 180 countries. The technical implementation, such as the establishment of the website for applications, was expected to take about six months and the authorities hoped to put it into effect for the tourist season which will begin in October 2014. The Minister of Finance then announced that the facility would be gradually extended to citizens of 150 countries.  In March 2015, it was announced that 53 nations had been nominated for the second expansion of the system, based on the number of tourist arrivals in previous years.  To this end, Regulation 1806/2018 (Article 7) establishes a reciprocity mechanism for issuing visas.
